公務員事務局:即炒表現欠佳公務員年內完成檢討 未擬引入花紅制

行政長官在《2022年施政報告》中提出強化公務員賞罰制度,當中提到「如有表現欠佳的人員經督導和輔助後仍沒有改善,應及時終止聘用 」。 公務員事務局回應立法會議員林琳查詢時表示,正檢視現時管理表現欠佳人員的機制,並會制訂措施加強機制的效率及效能,在 2023年內就建議措施徵詢公務員敍用委員會的意見,然後落實推行。

 

 

該局指目前公務員制度賞罰分明,惟處理程序繁複及需時,公務員事務員會以現有人手及資源,進行檢討工作。

 

至於獎賞方面,現時部分國家的公務員引入與表現掛鈎的花紅制度,以激勵公務員工作,不過,公務員事務局回應指市民普遍期望公務員竭盡所能為社會服務,現時無計畫引入花紅制度。
